TSolid Waste Collection/Disposal Contract

The City of Troup is soliciting sealed proposals in the office at 106 East Duval Street, Troup, Texas, 75789, until Friday, July 24, 2020, 10:00 a.m., at which time they will be opened for the following:

Solid Waste Collection/Disposal Contract Sealed envelopes should be marked:

“Solid Waste Collection/Disposal Contract.”

The selected Contractor will be awarded the Contract through a resolution of the City approving and adopting the Contract Documents.  Enforcement of the exclusive contract authority and related compliance regulations with penalties will be established by the City of Troup before the effective service date commences. The defined terms appearing in the General Specifications apply to all Contract Documents. Proposals must be made on forms furnished by the City of Troup Four (4) signed/initialed copies of the proposal must be delivered on or before July 24, 2020, 10:00 a.m.  The proposal must be sealed and plainly marked as required above.

Proposers (responding contractors) are expected to inspect the work site(s) and to inform themselves regarding local conditions.

NOTICE OF INTENTION TO ISSUE

COMBINATION TAX AND SURPLUS WATER AND SEWER SYSTEM REVENUE

CERTIFICATES OF OBLIGATION

NOTICE IS HEREBY GIVEN that the City Council of the City of Troup, Texas, will convene at its regular meeting place of said City Council located at the Cameron-J. Jarvis Troup Municipal Library, 102 S. Georgia Street, Troup, Texas, or by teleconference, if necessary, at 6:30 p.m. on June 15, 2020, and, during such meeting, the City Council will consider passage of an ordinance and take such other actions as may be deemed necessary to authorize the issuance of a series of combination tax and revenue certificates of obligation in an aggregate principal amount not to exceed $840,000, for the purpose of paying contractual obligations of the City to be incurred for planning, design, and construction of certain wastewater system improvements identified as TWDB Project No. 73869, and the payment of professional services and costs of issuance related thereto.  The combination tax and revenue certificates of obligation will be payable from the levy of an annual ad valorem tax, within the limitations prescribed by law, upon all taxable property within the City, and a pledge of the surplus revenues of the City's Water and Sewer System.  The combination tax and revenue certificates of obligation are to be issued, and this notice is given, under and pursuant to the provisions of the Certificate of Obligation Act of 1971, as amended, Local Government Code Section 271.041, et seq.

 

As further required by Local Government Code Section 271.049(b)(4), the following additional information is provided:

  • The current principal of all outstanding debt obligations of the City is $994,000.
  • The current combined principal and interest required to pay all outstanding debt obligations of the City on time and in full is $1,160,527.60.
  • The maximum principal amount of the certificates to be authorized is $840,000.
  • The estimated combined principal and interest required to pay the certificates to be authorized on time and in full is approximately $840,000.
  • The estimated interest rate for the certificates to be authorized is 0.00%.
  • The maximum maturity date of the certificates to be authorized is 08/01/2050.

 

Pursuant to Texas Local Government Code Section 271.049(c), an election on the question of the issuance of the certificates will be called if before the time tentatively set for the authorization and issuance or if before the authorization of the certificates, the City Secretary receives a petition signed by at least five percent of the qualified voters of the City protesting the issuance of the certificates, the City may not issue the certificates unless the issuance is approved at an election ordered, held and conducted in the manner provided for bond elections under Chapter 1251, Government Code.

Engineering Services

PUBLIC NOTICE

The CITY OF TROUP, TEXAS requests the submission of Statements of Qualifications (SOQ) with respect to possible loan and/or loan forgiveness funding through the Texas Water Development Board (TWDB) to provide for planning, design, and construction management phase services associated with the design and construction of various water system improvement projects.  This Request for Qualifications (RFQ) solicits information that will enable the City to determine the highest qualified Engineering Firm that may provide professional engineering services for the planning, design and construction management of a project, or projects that may be funded through the TWDB.

Firms and/or individuals should have past experience with federally funded programs.  Please submit a proposal of services and/or a statement of qualifications to:

Submittals for these services shall be received by the City of Troup no later than 10:00 am on Wednesday, April 15, 2020, which is at least 30 (Thirty) days after this publication.   The City reserves the right to reject any or all qualification statements received in response to this public notice. The City reserves the right to short list respondents and base final selection rankings on personal interviews.  The City reserves the right to conduct new project planning, design, and construction management phase engineering services selection procedures for this or future projects.

State and Federal requirements are be applicable to this Project, including requirements regarding procurement, cost and pricing data, solicitation of Minority and Women’s Business Enterprises (MWBE) and Equal Employment Opportunity (EEO).  Documentation of applicable efforts may be required.

To provide assistance with respect to possible loan and/or loan forgiveness funding through the Texas Water Development Board (the “TWDB”) and to provide objective legal opinion with respect to the validity of any evidences of indebtedness (the “Obligations”) issued by the City of Troup, Texas (the “City”) for capital financing.

The City is soliciting proposals and statements of qualifications from interested qualified professionals to provide the following services: assist in obtaining loan and/or loan forgiveness funding and to provide legal opinion with respect to validity of any Obligations issued by the City for capital financing or refinancing; preparation of resolution or ordinance authorizing and securing the Obligations (the “Ordinance”) and/or authorizing any loan forgiveness agreements as necessary.
