REQUEST FOR QUALIFICATIONS
The City of Troup is seeking engineering services for projects related to the Texas Hazard Mitigation Assistance Grant (HMGP) DR-4586 from the Texas Division of Emergency Management (TDEM). Accordingly, the City is seeking to contract with a qualified engineering firm to conduct an engineering study if applicable, determine scope of work and prepare all preliminary and final design plans and specifications, and to conduct all necessary interim and final inspections. These services are being solicited to assist the City in its pre-award and post-award engineering services of its proposed HMGP DR-4586 project(s). Please submit four (4) hard copies and one (1) electronic copy of your proposal of services and a statement of qualifications for the proposed services to City Manager Gene Cottle, P.O. Box 637 (mailing), 106 E. Duval Street (physical), Troup, TX 75789 or via email to troupadmin@trouptx.com. Proposals shall be received by the City no later than 3:00 p.m. on Friday, October 7, 2022 to be considered. The Troup Board of Adjustments met on Monday, June 15, 2020 and conducted a public hearing on a substandard structure located at the following address and declared it an urban nuisance and, therefore, a danger to the health and welfare of the citizens of Troup, Texas:

The City of Troup will receive bids for the purchase of a trailer mounted vacuum excavator until 2:00 pm on July 1, 2020 at the City of Troup, City Hall, 106 E. Duval St., Troup, Texas 75789.
The bids will be opened and read aloud at 2:00 pm, Wednesday, July 1, 2020 at Troup City Hall.

The City of Troup is soliciting sealed proposals in the office at 106 East Duval Street, Troup, Texas, 75789, until Friday, July 24, 2020, 10:00 a.m., at which time they will be opened for the following:

The selected Contractor will be awarded the Contract through a resolution of the City approving and adopting the Contract Documents. Enforcement of the exclusive contract authority and related compliance regulations with penalties will be established by the City of Troup before the effective service date commences. The defined terms appearing in the General Specifications apply to all Contract Documents. Proposals must be made on forms furnished by the City of Troup Four (4) signed/initialed copies of the proposal must be delivered on or before July 24, 2020, 10:00 a.m. The proposal must be sealed and plainly marked as required above.
Proposers (responding contractors) are expected to inspect the work site(s) and to inform themselves regarding local conditions.
All questions related to this RFP, information, and specifications should be directed in writing to Gene Cottle, City Manager ONLY managing this process for and under the direction of the Mayor and City Council. NOTICE OF INTENTION TO ISSUE
COMBINATION TAX AND SURPLUS WATER AND SEWER SYSTEM REVENUE
CERTIFICATES OF OBLIGATION
NOTICE IS HEREBY GIVEN that the City Council of the City of Troup, Texas, will convene at its regular meeting place of said City Council located at the Cameron-J. Jarvis Troup Municipal Library, 102 S. Georgia Street, Troup, Texas, or by teleconference, if necessary, at 6:30 p.m. on June 15, 2020, and, during such meeting, the City Council will consider passage of an ordinance and take such other actions as may be deemed necessary to authorize the issuance of a series of combination tax and revenue certificates of obligation in an aggregate principal amount not to exceed $840,000, for the purpose of paying contractual obligations of the City to be incurred for planning, design, and construction of certain wastewater system improvements identified as TWDB Project No. 73869, and the payment of professional services and costs of issuance related thereto. The combination tax and revenue certificates of obligation will be payable from the levy of an annual ad valorem tax, within the limitations prescribed by law, upon all taxable property within the City, and a pledge of the surplus revenues of the City's Water and Sewer System. The combination tax and revenue certificates of obligation are to be issued, and this notice is given, under and pursuant to the provisions of the Certificate of Obligation Act of 1971, as amended, Local Government Code Section 271.041, et seq.
As further required by Local Government Code Section 271.049(b)(4), the following additional information is provided:
- The current principal of all outstanding debt obligations of the City is $994,000.
- The current combined principal and interest required to pay all outstanding debt obligations of the City on time and in full is $1,160,527.60.
- The maximum principal amount of the certificates to be authorized is $840,000.
- The estimated combined principal and interest required to pay the certificates to be authorized on time and in full is approximately $840,000.
- The estimated interest rate for the certificates to be authorized is 0.00%.
- The maximum maturity date of the certificates to be authorized is 08/01/2050.
Pursuant to Texas Local Government Code Section 271.049(c), an election on the question of the issuance of the certificates will be called if before the time tentatively set for the authorization and issuance or if before the authorization of the certificates, the City Secretary receives a petition signed by at least five percent of the qualified voters of the City protesting the issuance of the certificates, the City may not issue the certificates unless the issuance is approved at an election ordered, held and conducted in the manner provided for bond elections under Chapter 1251, Government Code.

The CITY OF TROUP, TEXAS requests the submission of Statements of Qualifications (SOQ) with respect to possible loan and/or loan forgiveness funding through the Texas Water Development Board (TWDB) to provide for planning, design, and construction management phase services associated with the design and construction of various water system improvement projects. This Request for Qualifications (RFQ) solicits information that will enable the City to determine the highest qualified Engineering Firm that may provide professional engineering services for the planning, design and construction management of a project, or projects that may be funded through the TWDB.
